Daylong workshop for Executing Agencies, Contractors, ISAs, TPMs under JJM held in Kargil

KARGIL, NOVEMBER 20, 2021: With the objective to improve the implementation of Jal Jeevan Mission (JJM) and to enhance the capacity building of executing agencies, contractors, Implementing Service Agencies (ISAs) and Third Party Monitors (TPMs), a daylong workshop on JJM was organized by the Public Health Engineering (PHE) Department, UT Ladakh in collaboration with the National Jal Jeevan Mission, Ministry of Jal Shakti at Conference Hall Baroo here today.
Deputy Commissioner and CEO, LAHDC, Kargil Santosh Sukhadeve, Chief Engineer PHE/I&FC Ladakh Er Ved Prakash, Chief Planning Officer (CPO) Abdul Hadi, Executive Engineer Public Health Engineering (PHE) Subhash Chandra, engineers of PHE Department, contractors besides the representatives of executing agencies, TPMs and ISAs attended the workshop.
In his introductory remarks, Deputy Commissioner Kargil Santosh Sukhadeve congratulated the organizers for conducting such a resourceful workshop. He expressed optimism that through such workshops grievances, issues and problems which are being faced by the contractors and other concerned implementing agencies regarding the implementation of JJM works on the ground level will be resolved to a great extent.
The Deputy Commissioner stressed that in order to change the notion regarding the non-functionality of water tap connections during winter season an awareness campaign needs to be started at the village level, adding he said said that providing Functional Household Tap Connections (FHTCs) at prescribed parameters of quantity and quality under JJM aims to provide assured potable water supply to every household throughout the year without any interruption.
Highlighting the pivotal role of Implementing Support Agencies (ISAs), the DC Kargil said ISAs play a key role in resolving issues at the ground level in the form of a mediator between the government and the locals thereby ensuring swift implementation of the scheme on the ground level without any hindrance.
Meanwhile, during the first half of the workshop, Water Quality Expert Parikh Shukla and Water Supply Expert T S Babu from Ernst and Young LLP spoke on JJM and its objectives and the current status of JJM implementation in Kargil District. They further emphasized the importance of proper planning in the preparation of DPRs and effective implementation of works on the ground by the executing agencies, salient features of bid documents, operation and maintenance mechanism for JJM infrastructure, health environment and safety plan and COVID-19 SOPs.
In the second half, NJJM Consultant D S Dhapola explained the role of ISAs and stressed for change in approach from engineering to social engineering besides to maximize the participation of villagers in overall planning and implementation of JJM works.
Ramesh Rana Singh, Team Leader PMU, NJJM explained the role of TPMs in detail which would help in maintaining the robust quality assurance and control implementation of JJM infrastructure.
During the workshop, detailed discussions and deliberations were also held on various issues being faced by the contractors and the executing agencies pertaining to the implementation of JJM works.
